In this resolution the Panel approved changes to the Assessment Policy Manual which: 1. reflect the new classification system approved by the Panel in Resolution #990824-01, and 2. clarify how the base rate for a rate group is established.

The Assessment Department created an Employer Classification Structure paper to explain the reasons for the new classification system and to describe various aspects of the new structure.
