At issue was the first phase of a review of vocational rehabilitation policy in Chapter 11 of the Rehabilitation Services & Claims Manual, Volume II. The purpose of this phase of the review was to align policy with practice and streamline decision-making in order to promote the efficient delivery of vocational rehabilitation services to workers.

Future phases of the review will consider issues such as: the scope of income continuity payments, non-compensable impediments to return to work, the active participation of workers in the vocational rehabilitation process, and other issues that may be identified.
