The Board of Directors requested input on the experience rating pilot program for the construction industry.

In place since January 2000, the program capped experience rating discounts and surcharges for employers in construction at 33.3 percent. Employers in other industries could earn discounts of up to 50 percent or pay surcharges of up to 100 percent, depending on their claim cost performance relative to other similarly sized firms in their industry.

Stakeholder responses formed part of the Assessment Department's evaluation of the program and were considered in the development of a permanent program for 2004.
