The Panel of Administrators approved a new Assessment Manual effective January 1, 2003.
The Assessment Manual is written in the new manual format approved by the Panel several years ago. It represents an editorial consolidation of material from the previous Assessment Policy Manual and relevant and still current material from 29 assessment decisions in volumes 1 - 6 of the Workers' Compensation Reporter.
The material in the new Manual has been organized according to the provisions of the Workers Compensation Act. This has necessitated the adoption of a different numerical reference system from the previous Assessment Policy Manual. Out-of-date procedures have been removed, and some minor "substantive" changes have been made to make policy consistent with current practice or legal requirements.
The History section in each Item in the new Manual shows how material from the previous Manual has been transferred to the new Manual. Tables on the disposition of the policies from the previous Manual and from the 29 Reporter decisions are also available, on request, from the Assessment Department.
The previous Assessment Policy Manual and the 29 Reporter decisions have been retired from policy. As new policy is developed and approved in this area, the new Manual will be updated by issuing replacement pages.
